Click on Tools and then choose Email Accounts.
Edit the existing account.
For Exchange users, click on 'More Settings...' button at the bottom.
Save changes and quit Outlook.
Rename the exisiting OST file and remove it.
Restart Outlook.
In major cases this seems to resolve the issue. Outlook OST errors can also result post corruption in the file. An inbuilt OST recovery tool is Inbox Repair Tool (Scanost).
